This study investigates the persistent stagnation in student performance in mathematics at Pacoima Middle School since the transition to the Common Core State Standards (CCSS) and the Smarter Balanced Assessment Consortium (SBAC) testing. Despite the dedication, hard work, and conscientiousness of the teaching staff, there has been little to no progress in numeracy school-wide. The research focuses on the implications of instructional practices, professional development, student engagement, and resource availability to identify underlying factors contributing to this issue. Through qualitative and quantitative methods, this study aims to provide insights into the barriers faced by the school and recommend strategies for improvement.
